**Was anders werden müsste:** The paper should keep the distance rule and open a path for municipalities that want to go closer, decided by the municipal council. A blanket change takes that decision away from the places it affects.  
**Woran sich der Einwand widerlegen ließe:** Show that municipalities already have such a path today and use it, with the number of cases and the source. Then my objection falls away and the paper can go the other route.
